- OAKLAND - Frank F. Rizer, 65, of RD 6, died Sunday, March 10, 1991 at his residence. Born June 7, 1925 in Allegany County, he was the son of the late Frank F. and Anna A.(Winebrenner) Rizer Niner. Survivors include three half-sisters, Alice Rice, Mountain Lake Park, Mabel V. Lewis, Corinth, W.Va.; Mary C. Niner, Deer Park; six half-brothers, Joseph P. Niner and Lester J. Niner, both of Deer Park; Carl E. Niner, Mountain Lake Park; Henry L. Niner, Oakland; William E. Niner, Loch Lynn; James F. Niner, Deer Park. Friends will be received at the Stewart Funeral Home, Oakland, Wednesday from 2 to 4 and 7 to 9 p.m. Services will be conducted at the funeral home Thursday at 2 p.m. by the Rev. Gail Hixon.
