Apparently named for the man, the Hon. Richard Franchot, who organized the regiment with which his father fought during the Civil War (the 121st New York Volunteer Infantry Regiment, commonly known as the "ONESTERS", recruited from Otsego and Herkimer counties). Death notice in 24, 25 and 26 Nov 1939 Washington Post.
