- Elvie Naomi Phennicie, 69, Frostburg, died Thursday, March 30, 2000, in Washington Hospital Center. Born Oct. 8, 1930, in Garrett County, she was the daughter of the late Rev. William John Saylor and Mary Ellen (Michael) Wampler. She was also preceded in death by two husbands, Frederick James Rankin, on Sept. 17, 1959, and Ullysses Grant Phennicie, on April 19, 1989; and a brother, Danny Wampler. She was a member of Cherry Grove Church of the Brethren and attended Calvary Independent Baptist Church. She retired in 1981 as a human service aide from the Department of Social Services and ran a retail grocery store. Surviving are a son, William James Rankin, Frostburg; a daughter, Wanda Eileen Rankin Lawhorn, Baltimore; a brother, William Ervin Wampler, Garrett County; four grandchildren; four step-grandchildren; and three great-grandchildren. Friends were received at the Hafer Chapel of the Hills Mortuary, LaVale, where a service was conducted on Monday, April 3, with Pastor Ken Korns officiating. Interment was in Mt.
